Oak Creek - Now that the city has approved all necessary land swaps, the Common Council next Tuesday is expected to direct staff to find an owner's representative so designs for a new city hall, library and Fire Station No. 1 can be drawn.
City Administrator Gerald Peterson said it is anticipated that the council will grant staff the authority to issue requests for proposals for that design work so progress can be made on the former Delphi plant site, 7929 S. Howell Ave.
'We would be doing that for the city hall, the library and Fire Station No. 1,' he said.
After an owner's rep is on board, Peterson said a construction manager and architectural firm would be hired as well, but that process would takes months.
The council approved relocating the city hall and library from the civic center property, 8640 S. Howell Ave., in February.
In doing so, several land swaps had to occur, and the Common Council on April 3 approved all of them unanimously.
Specifically, the council approved a deal in which the Oak Creek-Franklin School District traded 50 acres of land in the Oak View Business Park for the civic center property and 16 acres on Drexel Avenue, which could be used for an elementary school.
That 50 acres was critical to the relocation plan, as Wispark LLC, the development arm of We Energies, owns the 85-acre Delphi site and 205 acres of the business park. The company wanted the 50 acres from the district as it said it would make it easier to develop the park, which Wispark said could mean the 1,400 new jobs and add $64 million to the tax base.
Meanwhile, the city will receive seven acres of land from Wispark on the Delphi site for a new library and city hall, the anchors for what is hoped will be a town center with restaurants and retail shops, too.
As a result of the land swaps, Fire Station No. 1, now on the civic center property, would be relocated to a site on Centennial Drive.
